Scoring Process
1. Individually, scan the entire general plan to get a sense for the goal, objectives and tone.
2. Individually read, in depth, one or more elements/community plans.
3. As a group, discuss sections as objectively as possible.
4. Individually, score the plan.
5. As a group, discuss and score the scoring matrix.
6. As a group, discuss issues and criticisms of the plan in the context of each section of the matrix and discuss issues and criticisms of the matrix.
Difficulties
- Difficult to find sustainability plan
- Information on scoring matrix often too detailed to judge plan completely
- Some elements overlap whereas others are never mentioned
- Bare minimum mostly present throughout plan
- Predominately uses language that "suggests" or "recommends" certain actions but does not require them
- Brings up question of enforcement
- Difficulty proving efforts are being made -- most of the plan describes situatons rather than provides solutions
- Scoring is ambiguous -- what constitutes a zero vs. N/A
