Livable Built Environment
-There are many parts of the matrix that overlap with one another which brings up questions about if the plan satisfies one or both.
-This was the easiest part to go through because it ensures plans are covering the bare minimum of sustainability issues. When trying to find examples of the parts of the matrix, all we needed to do was look at the element of the General Plan or community plan that was relevant.
-Our plan entailed many suggestions and encouragements rather than requirements.
-The information is in the energy and climate action plan and since it is not directly linked it is hard to find in the general plan, if at all.
-These parts are not standard for plans to include because planners are usually more concerned with the built environment over nature.
-Agencies within the city are disconnected from each other so some things that are not mentioned in the General Plan might be mentioned in the policies of another agency. In other words, the matrix does not account for jurisdictional separation.
-Oakland is significantly lacking in this area (according to these standards)
-Neighborhood versus city specific plans
-Trade-offs: Housing v Enviro Justice
-Information for this dispersed throughout the General Plan
-Even so, it seems that oakland’s economy isn’t very resilient

Throughout the process, as individuals and as a group we noted down the main issues we had with either Oakland's General Plan or the scoring matrix.
Overall Observations
Our interpretations of the parts seem to be aligned: are we too biased?
Some sections of the matrix can be found in one element only while others are spread over the entire thing.
Some ambiguity of what rows of the matrix define elements of the plan.
If something in the plan satisfies one point in the matrix can it satisfy others? should it?
-Plans don’t necessarily cite their borrowing, use, or alignment to regional plans
-Need knowledge of these plans and regional/state laws

Responsible Regionalism
-Seems to be an implied quality rather than explicitly stated
-More issues about agency jurisdiction: a question of who guides policy on what issues
